I recently bought a low mileage 2021 Elantra Limited and noticed this similar behavior. Driving on a road in regular sunlight and going under an overpass causes the lights to come on (very briefly) and the instrumentation lights dim. As soon as I'm through the overpass and into regular sunlight the instrument cluster lights return to bright/normal.That is why I suggest looking at the wiring and checking the 5 volt reference when it doesn't want to start. Another possibility is the crank position sensor is beginning to fail. Since the issue is intermittent, guess it can wait til it becomes a hard failure.
